Uzbekistan 2030 Strategy Implementation Drives Hardware & Construction Materials Demand

Uzbekistan is steadily advancing the Uzbekistan 2030 Development Strategy, outlining five key priority areas and a series of quantitative economic and social targets. Large-scale investments in infrastructure, manufacturing, green energy and housing construction are continuously generating strong demand for hardware tools, metal products, construction hardware and industrial components, creating stable market opportunities for global hardware suppliers.
The strategy sets clear economic growth objectives. By 2030, GDP is targeted to reach USD 160 billion, with per capita GDP at USD 4,000. The share of deep-processed industrial products will increase 2.5 times, the proportion of technological development will rise to 32%, the private sector’s share in the economy will grow to 85%, and total exports will expand to USD 45 billion. To support economic expansion, the country plans to build more than 1 million affordable housing units, alongside over 500 major projects in transportation, energy and municipal infrastructure with a total investment of approximately USD 150 billion, directly boosting demand for construction hardware, fasteners, pipes, fittings and security hardware.
Industrial upgrading and deep processing of natural resources are core priorities. Leveraging its rich mineral resources, Uzbekistan is accelerating development in metallurgy, machinery manufacturing and automotive industries, targeting an annual automobile production capacity of 1 million units by 2030. This will drive increased demand for precision hardware, automotive parts and metalworking equipment. Currently, over 80% of high-end metal processing equipment is imported, and annual basic hardware imports stand at USD 920 million. Demand for precision components in infrastructure, automotive and agricultural machinery sectors grows at an average rate of over 12% per year, reflecting significant supply shortages.
Green development and public infrastructure expansion are also creating new market segments. The strategy aims to improve water use efficiency by 25%, increase national green coverage to 30%, raise the share of renewable energy to 40%, and boost solid household waste processing to 65%. These goals stimulate demand for photovoltaic hardware, environmental equipment parts and water-saving components. Meanwhile, construction of healthcare and education facilities, together with the development of community-based “one-stop” public services, further drives procurement of decorative hardware, smart hardware and general tools. According to the latest presidential decree, Uzbekistan will additionally create 4,450 hectares of new green spaces in Tashkent, expand forested areas to 6.1 million hectares, and increase the area of protected natural territories to 15% of the republic’s total land area, which will further drive demand for relevant hardware and materials.
Policy incentives continue to improve market access for foreign investors. Uzbekistan has simplified business registration, promoted digital government services and reduced regulatory burdens on the economy by 30%. Foreign enterprises benefit from corporate income tax exemptions, duty-free import of equipment and preferential land leases. Major projects can receive high-level government coordination, facilitating hardware companies in establishing production facilities or engaging in trade cooperation. In addition, cross-border transport projects including the China–Kyrgyzstan–Uzbekistan railway will shorten transit times and lower logistics costs, enabling hardware products to reach broader markets across Central Asia and beyond.
Demand in the Central Asian hardware market remains robust, with the regional DIY and hardware market projected to reach USD 18.76 billion by 2029. As a key market in Central Asia, Uzbekistan’s sustained implementation of the 2030 strategy will see infrastructure expansion and industrial modernization continue to drive steady growth in hardware imports, making it a high-potential destination for global hardware suppliers seeking to expand in Central Asia.
